Todd Richardson is a government relations and public policy consultant with extensive experience in state government, healthcare policy, and legislative and regulatory strategy. He works with organizations, associations, and businesses to navigate legislative and regulatory processes, develop policy strategies, and effectively engage with state government officials and agencies.

Todd previously served in the Missouri House of Representatives, including as Speaker of the Missouri House, where he led the chamber and worked on a wide range of public policy issues. During his time in legislative leadership, he worked closely with members of the legislature and state agencies on complex policy matters. His leadership experience provides clients with insight into how policy decisions are made and how organizations can most effectively engage with government.

Following his legislative service, Todd served as Director of the Missouri Medicaid program, where he oversaw one of the largest and most complex programs in state government. In that role, he worked on healthcare policy, program administration, federal and state regulatory issues, and the implementation of major policy changes affecting providers, health plans, and beneficiaries. This experience gives him a unique understanding of both legislative and executive branch decision-making, as well as the intersection of policy, regulation, and program administration.

Through his consulting work, Todd helps clients understand how government operates, anticipate legislative and regulatory changes, develop policy and government relations strategies, and navigate complex government processes. His background in legislative leadership, public policy, and healthcare program administration allows him to provide practical, strategic guidance to organizations working in highly regulated and policy-driven environments.

Todd brings a pragmatic, solutions-oriented approach to government relations, helping clients effectively engage with policymakers, agencies, and stakeholders to achieve their policy and business objectives. He is based in Missouri and works with clients across healthcare, insurance, regulatory, and public policy sectors.
