Carl Mica brings decades of senior-level federal and Texas government experience to Catalyst’s Federal Governmental Relations practice. A trusted advisor to elected officials, business leaders and community stakeholders across Texas and the U.S., Carl offers clients deep insight into both the policy and political dynamics shaping Washington, D.C. and Texas.

Carl previously served as Deputy Chief of Staff & State Director for U.S. Senator Ted Cruz, where he oversaw both the Washington, D.C. and Texas operations for one of the nation’s most prominent and influential U.S. Senators. In this role, he was responsible for managing engagement with business and community leaders across Texas and helping ensure that more than 30 million Texans were effectively represented at the federal level. This advocacy provided him with extensive experience navigating federal policy, stakeholder involvement and high-level strategic coordination between Texas and the nation’s capital.

Prior to his work with Senator Cruz, Carl served as Director of Business Relations for The University of Texas System, serving as chief liaison to local, state and national business organizations and associations. He collaborated with colleagues across the UT System to advance public policy priorities and strengthen partnerships benefiting Texas businesses and communities.

Carl also worked for former U.S. Senator Kay Bailey Hutchison in both Washington, D.C. and Austin, including as her Central Texas Regional Director. Across his federal service, he developed long-standing relationships throughout Texas and a respected reputation for responsiveness, strategic insight and results-driven leadership.

A native of Central Texas, Carl comes from a family long active in the agricultural, business and municipal communities of Austin, Texas and Flatonia, Texas. He has served as a board director of the El Camino Real de los Tejas National Historic Trail Association and currently serves on the Board of Directors and Executive Committee of The Austin Club. He previously served on the Greater Austin Chamber of Commerce Board of Directors and as a trustee of St. Michael’s Catholic Academy, his alma mater.

Carl earned a bachelor’s degree in political science from Hampden-Sydney College. He and his wife, Tara, reside in Austin.
